Waste Shipment Record
Also: WSR
The NESHAP chain-of-custody document that tracks asbestos-containing waste from the generator through the transporter to the approved disposal site.
The waste shipment record (WSR) is the document that follows a load of asbestos-containing waste from the contractor who generated it, through the transporter, to the landfill approved to receive it.
EPA NESHAP requires the generator to originate the WSR, retain a copy, and obtain the disposal site’s signature confirming receipt. If a signed copy doesn’t come back within the expected window, the generator has to report the discrepancy to the relevant agency.
The WSR is the paper trail that proves regulated asbestos waste actually reached a permitted facility, and contractors are required to keep it for at least two years.
