Regulations / State
Louisiana asbestos regulations.
Who licenses asbestos work in Louisiana, who takes the notification, and how long before the job you have to file. Plus how the federal rules layer on top.
State licensing & accreditation
Asbestos abatement work in Louisiana is licensed/accredited through the Louisiana Dept. of Environmental Quality (LDEQ) accredits individuals; firm licensing is via the Louisiana State Licensing Board for Contractors under LAC 33:III Chapter 27 (Agent Accreditation; incl. App. A at 33:III.2799).
Credentials the state issues:
- Worker (accreditation)
- Contractor/Supervisor
- Inspector
- Management Planner (schools/state buildings)
- Project Designer (schools/state buildings)
Notification
Notifications go to the LDEQ — Office of Environmental Services under LAC 33:III.5151 (Emission Standard for Asbestos; tied to 40 CFR 61 Subpart M).
- Advance notice: 10 working days (5 working days for below-threshold demolitions; next working day for emergencies).
- Notification details / form.
How the federal rules layer in
No matter the state, federal OSHA 29 CFR 1926.1101 (asbestos in construction), EPA NESHAP (40 CFR 61, Subpart M), and AHERA worker accreditation still apply. A state program layers its own licensing and notification on top of — not instead of — these. Where Louisiana has no state license, the federal accreditation and NESHAP notification requirements are the floor.
Louisiana-specific notes
- LDEQ runs the accreditation/training program; the contractor FIRM license is issued by the State Licensing Board for Contractors.
- Management Planner and Project Designer accreditations are required only for schools and state buildings.
- Notification forms AAC-2(a)/(b); tiered notice periods set in LAC 33:III.5151.F.2.c.
