Encapsulation

Treating ACM with a sealant that either coats the surface (bridging encapsulant) or penetrates the material (penetrating encapsulant) to bind the asbestos fibers.

Encapsulation is a response action that treats asbestos-containing material with a sealant designed to bind the fibers and prevent their release.

Two types: a bridging encapsulant coats the surface and forms a film over the ACM; a penetrating encapsulant soaks into the material and binds the fibers from within. The choice depends on the condition and type of ACM.

Encapsulation is one of several response actions available for managing ACM in place (the alternative being Enclosure or removal). It’s often used for surfacing material that’s in fair condition and is not regularly disturbed.

Encapsulation is not a permanent solution. The ACM remains in place and must continue to be managed through the building’s operations and maintenance program. Future renovations or demolitions that will disturb the encapsulated material still require the appropriate asbestos work practices.
